Interpretation of Test Methods for Fuel Consumption of Light Vehicles (Draft for Soliciting Opinions)


    In April 2007, the State Environmental Protection Administration issued the GB 18352.3-2005 “Light Vehicle Pollutant Emission Limits and Measurement Methods (China III, IV Phase)”. The formulation of this standard will play a good role in the implementation of Euro III standards in China. The promotion effect was originally scheduled to be implemented on July 1, 2007, and replaced GB 18352.2-2001 from the date of implementation. Currently, due to a number of reasons, implementation is postponed. However, energy conservation and environmental protection are the trend of the times. We still need to carefully study the standard.

    Revision Reasons for Test Method for Fuel Consumption of Light Vehicles

    Since the test methods of Euro I and Euro II are the same, the test method of changing the fuel consumption is only required after the implementation of the Euro III automotive emission standard. In order to implement the second-phase fuel consumption limit of passenger vehicles in 2008 and the “Limit of Fuel Consumption Limit for Light Commercial Vehicles” standard that has been solicited for comment, the GB/T 19233-2003 Test Method for Fuel Consumption of Light Vehicles needs to be advanced. Make amendments. At the same time, the scope of application of the standard needs to be extended to light commercial vehicles.

    GB 18352.3-2005 standard changes

    Compared with GB 18352.2-2001, the standard changes as follows: stricter emission limits; changed test procedures for Type I and Type IV tests; increased requirements for Type VI tests, content of dual idle tests, on-board diagnostics (OBD) ) requirements for systems and functions, in-vehicle conformity inspection and determination procedures, special requirements for burning LPG or NG light vehicles, and type approval requirements for alternative catalytic converters as stand-alone technology assemblies; revised for test use Technical requirements for fuels.

    This standard mainly stipulates two types of vehicles, light cars with ignition engines and light cars with compression ignition engines, with different experimental methods at room temperature or low temperature. Light-duty vehicles equipped with spark-ignition engines use exhaust pollutants, crankcase pollutants, evaporative pollutant emission limits and measurement methods at room temperature and low temperatures, durability requirements for pollution control devices, and on-board diagnostic (OBD) systems Technical requirements and methods of measurement; Exhaust pollutant emission limits and measurement methods for light-duty vehicles with compression ignition engines at ambient temperatures; Durability requirements for pollution control devices; and Technical requirements and measurement methods for on-board diagnostics (OBD) systems .

    The standard also stipulates requirements for light vehicle type approval, production consistency and in-use vehicle inspection and determination methods, and special requirements for burning LPG or NG light vehicles. Compared with GB/T 19233-2003, the scope of coverage is increased: The scope of application is defined as “light vehicles” which refer to M1, M2 and N1 vehicles with a maximum design total mass not exceeding 3500 kg.
