Beijing, August 11 — In a recent statement, Vice Minister of Public Security Bai Jingfu emphasized that serious traffic violations such as speeding, overloading buses, and agricultural vehicles carrying passengers are major contributors to road chaos and frequent accidents. With the summer season and heavy rainfall increasing traffic pressure, he called on local public security and traffic control departments to reallocate police resources and focus more on on-road enforcement.
Bai stressed the importance of intensifying patrols, especially on high-traffic roads like national and provincial highways. He urged authorities to increase the number of fixed checkpoints and ensure strict monitoring of illegal speeding. Existing speed detection equipment must be fully utilized, and any missing devices should be installed promptly. Additionally, electronic monitoring systems should be gradually deployed at key intersections and main roads to enhance traffic control.
To address overcrowded buses, Bai highlighted the need for closer communication with transport companies. He recommended that traffic violations and accident records be shared with these companies to improve driver education. The public should also be encouraged to report unsafe practices, such as overloading and speeding by bus drivers. Strict implementation of the traffic safety responsibility system is necessary to prevent overcrowded buses from departing and to ensure passenger safety.
Regarding overloading, Bai called for close cooperation between public security agencies and transportation departments to manage the issue effectively. Overloaded vehicles found during patrols should be directed to designated disposal sites, with fines strictly enforced. To avoid repeated penalties, once a vehicle has been fined or punished for overloading in one location, other regions or departments should not impose additional penalties, ensuring a fair and consistent approach.
