The state supports the localization of large petrochemical equipment

    In a significant shift in policy, several types of compressors are now facing restrictions on importation. According to the National Development and Reform Commission’s draft discussion paper titled “Promoting the Implementation Plan of Large-Scale Petrochemical Equipment Localization,” major state-owned petrochemical companies such as PetroChina and Sinopec have been given the document. The plan outlines a list of equipment that will be either banned or restricted from import, while also providing preferential treatment to domestically produced alternatives. This initiative aligns with broader government efforts to promote local manufacturing and reduce reliance on foreign technology. The Ministry of Finance has also introduced specific policies to support the first-purchase system, encouraging government procurement of innovative domestic products. These measures follow a series of policy announcements and signal that China is moving toward a more substantive phase of supporting the localization of key industrial equipment, following the State Council’s meeting in 2006 aimed at revitalizing the equipment manufacturing sector. The domestic petrochemical equipment market is valued at around 75 billion yuan annually. Among the 16 priority technological equipment sectors, large-scale petrochemical equipment is a top focus. During the “Eleventh Five-Year Plan” period, the goal was set for 75% of petrochemical equipment to be locally produced. At this stage, demand for domestic equipment is particularly strong, with new refineries reaching capacities of 8–10 million tons and new ethylene projects expanding to 80–100 million tons annually. Experts estimate that the total annual demand for petrochemical equipment in China could reach 75 billion yuan. However, despite the progress, many large-scale petrochemical projects still rely on imported technology, making it difficult for domestic manufacturers to compete. To address this, the discussion paper suggests that the localization process should start early, during the tendering phase. Petrochemical companies are encouraged to submit equipment lists, with certain domestic equipment being completely banned from import if they are already available locally. For those with localized capabilities but not yet widely used, import restrictions may come through taxation policies. Notably, the draft includes a list of equipment that will be banned or restricted, such as hydrocracking reactors, cracked gas compressors, and propylene compressors. The government is also focusing on promoting the localization of major technical equipment through key projects like the one-million-ton ethylene plants in Zhenhai, Tianjin, and Fushun. These projects will receive priority in approvals, funding, and financial incentives such as interest subsidies and capital injections. Dr. Zhang Xiaofeng, deputy general manager of Beijing Inoweisen Technology Co., Ltd., believes that China's petrochemical equipment industry has reached a high level of design and manufacturing capability. Many pieces of equipment can now be produced domestically, with some even reaching international standards. The localization rate for refining equipment has exceeded 90%, and for ethylene plants with 300,000-ton annual output, it has reached 80%. This marks a significant shift from past dependence on imports. At Maoming Petrochemical, the localization rate for key equipment such as ethylene cracker compressors and cold boxes reached 87.8%, setting a record for the first use of domestic technology. Similarly, the Shenyang Blower Plant successfully developed a cracking gas compressor with a capacity of 640,000 tons per year, achieving performance levels comparable to global leaders. Despite these achievements, challenges remain, especially in the localization of key components in large-scale ethylene plants. Experts emphasize the need for continued innovation and breakthroughs in critical technologies. With strong government support and growing domestic capabilities, China is steadily advancing toward greater self-reliance in its petrochemical equipment industry.
